An Explanation on "China Interim Authority"

The constitutional democratic system, characterized by separation, checks and balances of state powers based on constitution, including legislative, administrative and judicial powers, is the most reasonable political system created by human beings so far.

The primary value of the constitutional democratic system is, with the basic principle of “sovereignty belongs to people”, to establish a political system, of which the state powers are strictly restricted by law, and citizen’s freedom and rights are strictly protected by law, in order to prevent the dissimilation of state powers into a force that violates and deprives the citizen’s rights.

The one-party, authoritarian rule of the Chinese Communist Party (CCP) is the political obstacle to achieve China’s constitutional democracy. During the period of over a half century, the CCP tyranny, using the totalitarian power characterized by state terrorism, deprived Chinese people’s political selection right and basic human rights. Thus, without the thorough annihilation of the CCP tyranny, it is impossible to realize constitutional democracy and establish a political system with separation, checks and balances of state powers according to the people’s will. Under such circumstances, thoroughly annihilating the CCP tyranny so as to clean up the political obstacle against establishing China’s constitutional democracy, historically becomes a political mission for the Chinese people that needs to be completed as soon as possible. Without the elimination of the CCP tyranny, there will be no freedom for Chinese people and no democracy for China.

It is our highest political ideal to establish constitutional democracy, so as to realize the principle of retuning the governance and rights to Chinese people. In order to fulfill this ideal, the responsibility of annihilating the CCP tyranny should be taken at first. The design of “China Interim Government” is based on the historical mission of performing a decisive battle against the CCP tyranny.

The Chinese democratic movement overseas, though striving for over 20 years, has not formed a political energy strong enough to convulse the CCP tyranny. One of the important reasons for this is all Chinese democratic groups overseas established their organizations by following the parliamentary party model, which can only exist after the fulfillment of constitutional democracy. This kind of organization, which can only exert its effect after the fulfillment of democracy in China, is absolutely not suitable for annihilating the CCP tyranny.

The “China Interim Authority,” especially the structural setup of the “China Interim Government,” must accord with the basic requirements of performing a decisive political battle against the CCP, requiring to have the characteristics of “a fast decision-making mechanism,” “capable and vigorous organization,” “incisive response,” “efficient action,” and “necessary supervision.” Before the CCP’ withdrawal from historical stage, during the period that the Chinese political selection right is fully deprived, and under the condition that no fair, open, and free referendum can exist in China, there is no manipulative possibility to require the actual form of state power structure characterized by “separation, checks and balances of legislative, administrative, and judicial powers”, which is just like catching a fish in the air. Undoubtedly, people who are really pursuing constitutional democracy should firstly concern about how to annihilate CCP tyranny, thus creating basic political requirements for fulfilling constitutional democracy.

It is essential to make clear that during this special period, the “China Interim Authority” and the “China Interim Government,” established to achieve the special political mission, are different than the state power structure in the future democratic China. The constitutional legislation committee of the “China Interim Authority” will, with China’s actual situations in mind, design the prospective China’s state power structure in a way of drafted Constitution based on the principles of ”sovereignty belongs to people”, modern legislative spirit, ideology of human rights and democracy, separation, checks and balances of the state powers. After the annihilation of the CCP tyranny, this draft constitution will be presented to the public for approval through a referendum according to legal procedures. We believe, at that time, a federal republic of China that follows the principles of freedom, democracy, legislation, human rights, ethical autonomy and republic, will definitely emerge in history.

Finally, we reemphasize that the freedom and democracy of China is the political ideal of the “China Interim Authority.” After the completion of the political mission of annihilating the CCP tyranny by every possible means permitted by human rationality and conscience, and after the establishment of a fair, open and free voting system through a referendum, the “China Interim Authority” will be dismissed automatically in order to realize the principle of returning governance and rights to Chinese people.

The “China Interim Authority” will absolutely not pursue, and allow any other political powers, to monopolize state power by taking the advantage of the democratic reform. After the collapse of the CCP tyranny, the governor of the future democratic China must be elected by referendum — this is our unchangeable political standpoint.

My Statement on Applying for CIG Citizenship

I have adequate reasons to trust in our Interim Government which, simillar to countless bud-like transient governments eventually overcoming and taking the place of decayed, atrocious regimes, will be accredited by Chinese people and replace the illegal CCP authority.

Hence I am willing to become the first citizen under the rule of our Interim Government. The citizenship is not only symbolic but also realistic. Hopefully my action will call on more and more patriots home and abroad in vigorously upholding and even participating in the Interim Government. The sea comes from tiny streams. When we get involved, we are creating a truly new China for the future.

Why Do I Stand for CIG?

As I declare my advocacy for the China Interim Government and initiatively pay tax to it, some of my friends feel puzzled. Here is my simple reply: I do so because it is conformable with the trend; meanwhile, Chinese people should have had the right to choose their own government long ago! Now that I am offered this right, why not take it?

The establishment of CIG is not only based on legal principle but also on the understanding by common people. Even if a conceited politician, so long as he is a Chinese sensitive to democratic politics, he should acknowledge and endorse it; let alone those ordinary men who have thought it over. ... It is because it has knocked the gate open for every politician's splendor of political career. Whe do I stand for CIG? Because Chinese people need it so that thousands of their words can only be abstracted into a term: longing!

Why Do I Stand with the Interim Government?

   Some friends of mine talked with me about the Interim Government, growling that I'm involved. But actually, I never keep it in that I've been advocating its foundation for years. Because I believe not only is the establishment of the CIG without any mistake or no kidding, but also it is quite something of boundless beneficence that I'm so proud of my involvement.
