"Presidential Order No. 3" Will Disable CCP’s Gun Barrel

E-mail PDF

The year 2008 will soon be behind us. In retrospect, Ms. He Qinglian, in her article "The Possibility of the Economic Crisis Turning into a Social Crisis", used one word to describe this past year: chaos! Yes, there is no description more exact, more profound, and more common than the word "chaos". It is necessary to explain that the "chaos" here is not the "widespread chaos under the sun" of the Cultural Revolution that Mao Zedong intentionally created, but the inevitable outbreak one after another of the crises of economy, politics and social administration accumulated under the evil rule of the Chinese Communist Party. The snowstorm in South China, the repression in Tibet, the boycott of the Olympics, the earthquake in Sichuan, the resistance to tyranny in Weng'an County, the killing of police by Yang Jia, the resistance to tyranny in Jishou City and south of Gansu Province, the rights protection of military personnel, the stock market crash, the financial crisis, closing of enterprises ... this series of events can be overwhelming, it seems even long-winded to list them all. In the history of CCP’s rule, there has never been so "chaotic" a year as 2008, and thus we can see a clear sign: the Chinese Communist Party is in big trouble!

In the face of such chaos, the CCP seems on the surface to be calm, but privately is worried like ants on a hot pan. In recent years, Hu Jintao, at internal meetings warned several times of the crisis of death of the party and death of the country (death of the party does not mean death of the country, he is arbitrarily lumping together the party and the country). On December 18, at the meeting commemorating the 30th anniversary of "Reform and Opening-up", he mentioned "the party's ruling status is not set in stone once and for all." Under the threat of the Party's dying, the CCP took very fast action. A military friend mentioned that a "Para-police Army Division" was formed this year. This is an army force under the guise of armed police, whose main task is to maintain domestic "law and order." In fact, considering the tense domestic situation, one doesn't have to be a spy to see that this move is largely to increase manpower in order to suppress the rights protection and anti-tyranny resistance activities.

At the same time, the CCP at this meeting raised again the hackneyed "uphold the people's democratic dictatorship" and other authoritarian slogans, saying that they will "never copy the Western political system model", dead set to continue its dictatorship and that "(the Party's) stability overrides everything else". Not long ago, some CCP leaders visited the Shenyang Military Region and stressed the need to "coordinate and strengthen the building of non-war military operation capacity" (i.e., internal repression). This shows that the CCP has decided to go on a single track to the end, not ruling out the use of the military to defend the evil regime when forced in a corner, and not hesitate to repeat one more June 4th Massacre to "guard its rights". The wishful thinking of the CCP has always been to use lies to pave the way and use violence to push forward. It is doing the same against the current incidents relating to rights protection and anti-tyranny resistance. Looking at the current situation, the masses who are protecting their rights are now at a critical point of going from believing the lies and carrying out moderate protests to a denial of deception and a strong outbreak of force. In the face of its lies, deception and prevarication becoming powerless, the Chinese Communist Party is always ready to shed all pretenses, and display to the world its naked face of a rascal.

In order to prevent tragedy, the China Interim Government promptly issued Presidential Order No. 3, which commands the military and police to refuse to execute orders to repress the people, and have the right to shoot and kill those officials who force soldiers to massacre the people, because this is a just act of disobedience, and will be rewarded by the future government. Anyone who "helps the tyrant to do evil", and shoots to massacre the people, will be severely punished by the future government.

The full text of "Presidential Order No. 3" is only a little more than 300 words, but has great significance in breaking the Chinese Communist gun barrel to pieces.

First of all, "Presidential Order No. 3" expresses the just voice of the nation, stands on the moral high ground speaking to the military on behalf of the people. The underlying causes of the rights protection movement are the corruption, abuse of power, cruel oppression and human rights abuses by the CCP and bureaucrats at all levels. People cannot solve their problems through normal channels, and thus choose rights protection as a path of last resort. This is not intentionally stirring up trouble, but sensible, reasonable and lawful actions to safeguard their legitimate rights and interests. The CCP sending troops to suppress the people is committing an undisguised criminal act! Suppression benefits the Party while the victims are the civilians. Ordering military personnel not to open fire on the people, or to shoot and kill the evil officials, is "raising the good and restraining the evil".

Secondly, "Presidential Order No. 3" provides the military a new road to abandon the CCP and to speed into the sunlight. Under the Schutzstaffel-like title, those within China's military who support justice, even if they want to contribute to the nation and serve the people, they cannot find a specific new path and therefore can accomplish nothing. "Presidential Order No. 3" has the effect of showing a bright prospect, so that the military can see where their future lies. A group of just military personnel, represented by the "Voice of Army", has already chosen the correct path: to launch a military coup at an opportune moment and rid the country of pests. Soldiers now have a new choice, which means that this balance consisting of the military is no longer tilted in favor of the CCP, but begins gradually tilting toward the side of justice.

Thirdly, "Presidential Order No. 3" pierces the window paster of "the Party commands the gun" neatly, immediately exposing its deception. The military is sustained by the people, why should it listen to the Party to suppress the people? The concept of "the Party commands the gun" is too much erroneous and suffuses an evil breath, but because for a long time there has not been a positive concept to challenge it, it has carried on its streaking like "The Emperor's New Clothes" for more than half a century. Despite "Presidential Order No. 3" in a nutshell, it is a document with righteousness, pointing out the simple truth that the Party does not deserve to command the gun and the military should not obey its command. Once this window paster is pierced, the military will be immediately enlightened, and the CCP's orders will be no longer communicated and executed smoothly.

"Presidential Order No. 3" has moral justice as its ideological foundation, the disintegration of the CCP and seeking happiness for the people as its objective, and is highly lethal against the CCP. The time is ripe for its issuance, which coincides with the surge in the rights protection movement and the time when the CCP is preparing to show its hand. The Order is of great historical significance so that every one of us should actively pass it around widely, maximizing the realization of its value.

On the Future China Forum, the China Interim Government has publicly invited opinions and suggestions for the spread of "Presidential Order No. 3". Many netizens are actively contributing ideas. Every person concerned about the future of the country should actively think of ways, whether it is posting or dropping leaflets, or by word of mouth, in a word, to do everything in their power to spread the news. Disseminating this Order is not just the spreading of a few paragraphs, a few hundred words only, but also analysis and reasoning relevant to its content, because the listeners will certainly undergo a process of surprise, questioning, and thinking. It can be said that if we can let the military agree with this order, then they will basically have understood the truth about China and the nature of the Chinese Communist Party, and know what to do next. In fact, it is not "the Party commands the gun" but "the Party controls the thinking of the people who hold a gun." The key point here is the person, not the gun. Disseminating and demonstrating "Presidential Order No. 3" is a process of winning over the soldier from being the Party's foot soldier to a fighter for justice; it is an act of most completely disabling the Chinese Communist gun barrel.

The military friend mentioned earlier in this article has already identified himself with "Presidential Order No. 3". I have given him enough "vaccine" to resist CCP's political brainwashing and he might be able to recognize the viewpoint of "absolutely should not open fire towards the people". His thinking and understanding is very gratifying, such a military person is also China's hope for the future. I sincerely hope that we can in our respective areas actively disseminate and demonstrate "Presidential Order No. 3", disable the CCP's gun barrel on a wider scale, and contribute in detail to the disintegration of the CCP and rebirth of China.

My Statement on Applying for CIG Citizenship

The First Citizen of the Truly New China: Mr. Liu Guohua(previous law teacher of University of Northeast China, presently residing in U.S.)
I have adequate reasons to trust in our Interim Government which, simillar to countless bud-like transient governments eventually overcoming and taking the place of decayed, atrocious regimes, will be accredited by Chinese people and replace the illegal CCP authority.

Hence I am willing to become the first citizen under the rule of our Interim Government. The citizenship is not only symbolic but also realistic. Hopefully my action will call on more and more patriots home and abroad in vigorously upholding and even participating in the Interim Government. The sea comes from tiny streams. When we get involved, we are creating a truly new China for the future.

Why Do I Stand for CIG?

CIG Special Representative for Negotiation: Mr. Wang Zhaojun (Committee member of Anhui provincial Chinese People’s Political Consultative Conference, renowned entrepreneur in Mainland)

As I declare my advocacy for the China Interim Government and initiatively pay tax to it, some of my friends feel puzzled. Here is my simple reply: I do so because it is conformable with the trend; meanwhile, Chinese people should have had the right to choose their own government long ago! Now that I am offered this right, why not take it?

The establishment of CIG is not only based on legal principle but also on the understanding by common people. Even if a conceited politician, so long as he is a Chinese sensitive to democratic politics, he should acknowledge and endorse it; let alone those ordinary men who have thought it over. ... It is because it has knocked the gate open for every politician's splendor of political career. Whe do I stand for CIG? Because Chinese people need it so that thousands of their words can only be abstracted into a term: longing!

Why Do I Stand with the Interim Government?

Some friends of mine talked with me about the Interim Government, growling that I'm involved. But actually, I never keep it in that I've been advocating its foundation for years. Because I believe not only is the establishment of the CIG without any mistake or no kidding, but also it is quite something of boundless beneficence that I'm so proud of my involvement.
