Your Excellency the President:
In recent days there has been an upsurge in the revolutionary situation in Inner Mongolia. In order to act in concert with the Inner Mongolians, to keep the Communist Party on the run while it deploys its military forces there, while it has its hands full and its military forces in the interior are in a void, it is proposed that the President issue an order to first tier cities in the interior to hold large-scale demonstration activities on June 4: the rebelling public can seek opportunities to occupy the CCP government agencies and various key locations; the military should timely launch mutinies and act in concert with the public; and local interim governments should give timely guidance. Even if a rebellion is not for sure, it can maximize the deployment of the CCP military, keeping them on the run, making the officers and men feel hopeless with the situation is , thus causing a huge blow to their morale.
It is proposed that the President deploy additional manpower to break the Internet blockade, disseminate to the public in the interior information about the rebellions. Very few people in the interior even know about the recent riots in Inner Mongolia.
We should intensify the publicity aimed at military forces in the various military regions, especially aimed at the senior and mid-level officers, and the lower level officers, most of whom may have their own personal computer that a little publicity would make them know. In particular, Presidential Order No. 3 and relevant policies should be promptly communicated to the public. If so, it will greatly increase the likelihood of success of the revolution. Unfortunately, blockage of news on the Internet in the interior is too severe, and our personnel have not done their duty to publicize.
Posting large numbers of flyers outdoors, such as 'Communist Party step down, emancipate the people', 'Letter to the People's Liberation Army', can furthermore break the CCP's news blockade, so that those poorly educated people who have no access to the Internet but have strong revolutionary spirit can mutually communicate and gain spiritual inspiration. I have spent a long time at the grassroots level, and have the most understanding of their demands: they are the most resolutely, thoroughly revolutionary, most fearless among the various strata of the Chinese people, but they are bothered with lacking someone to unite them.
