Guidelines on Establishment and Performance of Local Interim Governments

Since the founding of China Interim Government (CIG), powerfully propelled by the process of disintegrating the CCP, more and more people from different places in mainland China have requested for the establishment of local interim governments. Without a doubt, CIG's landing in mainland China is a historical breakthrough. Therefore, CIG hereby promulgates the guidelines on establishment and performance of local interim governments as follows:

1. Basic Political Missions and Principles

Basic political missions and principles of the local interim governments are consistent with those of the CIG and shall be subjected to "Declaration on the Founding of the China Interim Government".

2. Guiding Thoughts

The documents formally issued by CIG shall be taken as guiding thoughts, such as "Guidelines and Operating Rule for Populace in Defending Rights and Resisting Tyranny Nationwide", and "Guidelines on Self-autonomy and Self-rescue for Populace Nationwide".

3. Specific Mission

The specific mission of local interim government ats different levels is to organize and assist local counties, cities, provinces and autonomy regions to get rid of the rule of the CCP, and assist people all over the country in disintegrating the CCP.

4. Designation and Nomination

The local interim governments at different levels shall necessarily submit application to CIG for their establishment.

CIG will officially issue a Certificate of Appointment once an application is approved.

5. Founding

CIG calls on the founding of local interim governments as soon as possible in each province, city, and district.

Each local interim government shall obey the principles stated in "Declaration on the Founding of the China Interim Government", and publish "Declaration on Founding of (Somewhere) Interim Government" with unique local style.

6. Flag

The flag of local interim government and its usage shall be consistent with those of CIG, which can be referred to "Announcement of the China Interim Government Regarding Its Flag"

7. Administration

Local interim governments shall be directly responsible for the president and obey his command; their ranks  are equivalent with that of a department subordinated to CIG; and President Office supplementarily works with President, specifically in charge of planning as a whole and coordinating the jobs of each place and department.

8. Working Outline

When implementing specific missions, local autonomy shall be given priority while the command of President Office shall only serve as subsidiary. Important documents from President Office shall be copied to each place, where the head shall carry out missions complying with documents of CIG and LIG, with reference to local specifics. This is mainly what a local interim government operates.

President Office shall issue specific instructions to local interim governments with reference to detailed situation, serving as an additional lever to local operation.

9. Special Note

Provided that any behavior of local interim governments is disobedient with the basic political missions, principles and guidelines of CIG, e.g. terroristic activity, CIG shall treat it as personal illegal activity that has nothing to do with CIG; if any head of Local Interim Government conducts this kind of activity, the official Certificate of Appointment to him/her issued by CIG shall be automatically nullified, and the fact shall be made public.

My Statement on Applying for CIG Citizenship

The First Citizen of the Truly New China: Mr. Liu Guohua(previous law teacher of University of Northeast China, presently residing in U.S.)
I have adequate reasons to trust in our Interim Government which, simillar to countless bud-like transient governments eventually overcoming and taking the place of decayed, atrocious regimes, will be accredited by Chinese people and replace the illegal CCP authority.

Hence I am willing to become the first citizen under the rule of our Interim Government. The citizenship is not only symbolic but also realistic. Hopefully my action will call on more and more patriots home and abroad in vigorously upholding and even participating in the Interim Government. The sea comes from tiny streams. When we get involved, we are creating a truly new China for the future.

Why Do I Stand for CIG?

As I declare my advocacy for the China Interim Government and initiatively pay tax to it, some of my friends feel puzzled. Here is my simple reply: I do so because it is conformable with the trend; meanwhile, Chinese people should have had the right to choose their own government long ago! Now that I am offered this right, why not take it?

The establishment of CIG is not only based on legal principle but also on the understanding by common people. Even if a conceited politician, so long as he is a Chinese sensitive to democratic politics, he should acknowledge and endorse it; let alone those ordinary men who have thought it over. ... It is because it has knocked the gate open for every politician's splendor of political career. Whe do I stand for CIG? Because Chinese people need it so that thousands of their words can only be abstracted into a term: longing!

Why Do I Stand with the Interim Government?

   Some friends of mine talked with me about the Interim Government, growling that I'm involved. But actually, I never keep it in that I've been advocating its foundation for years. Because I believe not only is the establishment of the CIG without any mistake or no kidding, but also it is quite something of boundless beneficence that I'm so proud of my involvement.
